Research question
How did local teams prepare and deliver shelter services during flooding?
Method and context
Descriptive cross-sectional study: five shelter-manager interviews using 37 questions, plus site visits.
Study summary
Examines registration, stocks, food distribution, hygiene and health services in the 2014 event.
Findings
No shelter undertook individual registration. Three had advance stocks; three distributed food daily, without identifying whether these were the same centres. Managers did not know per-person food quantities.
Contribution
Distinguishes service availability reports from auditable quantities and recipient information.
Interpretation limits
Our appraisal: five managers and retrospective reports; reporting-app effectiveness and proposed remedies were not established. Historical 2014 context.
A question for further research
Project proposal: reconcile shelter occupancy with distribution logs, assign responsibility and minimize unnecessary personal data.
A starting point for a study design: extend the literature search, specify methods and outcomes, and assess ethics requirements for the data and participants.
Connect evidence to KSEC / OBE

- K
- Explain the question, concepts and findings with locators in the original.
- S
- Compare methods, variables and limitations with another study before designing a test or CPX.
- E
- Separate reported results from your proposals, cite originals and examine implications for vulnerable groups.
- C
- Record responses to critique and revisions after new evidence. Observe behaviour repeatedly, not from a single reading.
